As a consultant, his clients have included energy companies, banks, hospitals, government and other public and private organisations. 40 Project Manager Ethical risk assessment In project management, ethical risk assessment involves identifying moral risk by grounding both project processes and objectives in moral theory. PROJECT ETHICS FALL INTO TWO BASIC categories: outcome-oriented ethics and process- oriented ethics. Outcome-oriented project ethics look at the consequences of actions and/or the project outcomes: 'Will this have good results?'. Process-oriented ethics consider actual actions and/or project processes, asking: 'Is this in accorda nce with moral principles?'. e aim of looking at projects through the lens of project ethics is both to identify risk and to reduce moral risk. To identify ethical risk in projects, the project leader should begin by looking at things from the perspective of those who may be a ected by any decisions made by the agents. ere are ve inter related layers: • the project leader as an individual • the project team • the project organisation or project ow ner • the host society • future generations Notice that the rst four can also be seen as decision-making agents, whereas the fth can only be subjected to the decisions of the other four. Ethical considerations at project level It must be remembered that a project has a life cycle and consists of phases. Ethical deliberation calls for a focused review of ethical risk from the perspectives of di erent agents and is relevant throughout the project life cycle. e project life cycle can be thought of in project phases: design, planning, execution and closure. Ethical risk, risk where values compete, is seen as a sub-set of project risk in general. Based on this, a comprehensive risk assessment of a single project would call for the following questions to be asked throughout the project life cycle. What potential risk including ethical risk, can the project impose on: • the project leader as an individual? • the project team? • the project organisation or project owner? • the host society ? • future generations? Putting these ideas into context with project, portfolio and program management (PPPM) is not as simple as it might seem. PPPM is a combination of three di erent, linked phenomena. A program consists of two or more related projects and the management of a program is very di erent from the management of a single project. A broader view: programs If we consider a program as a combination of projects, with time passing, a program has a beginning and an end and, in principle, similar ethical questions can be asked as for projects. e roles, however, have changed and the individual in the case of a program would be the program manager, with the team now the program team. ese roles are typically higher in the hierarchy of an organisation, and a program is more directly linked to the strategy execution of the organisation than a single project is. Ethical risk assessment for a program therefore calls for a broader organisational view than for a single project. Going further: portfolios A portfolio consists of projects and programs that are not necessarily related, other than being de ned by and a part of the same organisation.
