24 Project Manager PROJECT CLIENT: Department of Human Services (DHS) SCOPE: To create a portfolio management approach to the integration of the DHS and build a team that would leverage best practices across the pre-existing agencies. COMPLETION: Ongoing KEY CHALLENGE DHS sought to integrate three previously separate organisations -- Medicare Australia, Centrelink and CRS Australia -- into DHS in 2011. The aim was to deliver all programs and projects using the same approach. The department also wanted to build on its existing capabilities through effective and strong leadership, governance and controls, assurance management and an executive focus on benefits and change management. BACKGROUND BRIEFING AIPM Corporate Member DHS delivers government payments and services to Australians. Its master programs are Medicare, Centrelink and Child Support. Other programs include CRS Australia, the Healthcare Identifiers Ser vice, the Small Business Superannuation Clearing House and the Early Release of Superannuation Benefits on Specified Compassionate Grounds Program. Each year the department runs a number of programs and projects on behalf of more than 20 Commonwealth departments and agencies. These are wide ranging in size, scope and complexity. They are transformational, technological, socio-economic and legislative. CASE STUDIES Three in one A high-profile government department has successfully integrated three major programs under one portfolio framework. ALEXANDRA CAIN
