Munro says the private sector often takes a different approach to project initiation. "If a project sounds like a good idea and the return on investment looks good, you go for it," he says. "As a project manager, you drive hard to achieve the desired result in terms of time, budget and quality -- you have to make sure it turns out alright, otherwise you could find yourself standing in front of a board, or stakeholders, explaining yourself." While the private sector may be catching up to the public sector in this regard, there remain signi cant di erences in the types of bene ts accrued and the way they are measured. "If a private organisation is building home units, for example, their benefits are realised tangibly when the units are habitable," explains Bentley. "With Government projects, the benefits can take years to accrue, because they tend to be more social in nature." Bentley adds that in order to track social benefits, an organisation must start with a program management plan that clearly articulates what the likely social benefits will be from associated projects. "Those benefits, once they have been identified, should be cascaded into the project management plans and linked to the outcomes that should be delivered by the project," she says. "If those outcomes are being tracked by the project manager during the project's life cycle, at the end of the project they should be absorbed and accumulated incrementally into the program of work." Shouldering the burden Despite acknowledgement of the need to track bene ts, many organisations are still failing to do it e ectively -- and this is perhaps due to confusion over who exactly should be doing it.
