8 Project Manager •NEWS AIPM's role in setting standards AIPM is at the forefront of developing numerous standards in project management. Our recently released competency standard for portfolio managers (Certi ed Practising Portfolio Executive; see page 12) is the rst in the world and a number of AIPM members are actively leading other standards e orts as part of the global PM community. is leadership is not new, with AIPM members having actively spearheaded and contributed to the development of standards such as ISO21500: Guide to Project Management, as well as various PMI standards. ree senior AIPM members are cur rently working as part of an Australian delegation to the International Project Management Association (IPMA) Competence Baseline (ICB) 4 consensus program. e program is led by AIPM National President David Hudson and consists of two key projects: the development of the ICB and the development of the certi cation system (ICRG). e premise of this program is to build a new standard and certi cation system rather than to make minor adjustments to the e xisting standard and approach. e rst of these projects is the development of the ICB standard, with Michael Young as the Australian delegate. is project involves the design and drafting of a new competence baseline that will be used for IPMA certi cation assessments globally. e second draft of the ICB is currently being developed and reviewed by IPMA member associations. Future drafts will incorporate roles and therefore certi cations for program managers, portfolio managers and PM consultants. Leh Simonelli, Chair of the AIPM Professional Development Council, for merly the project manager and now the Australian delegate to the ICRG project, is working with representatives from more than 50 countries to develop the new certi cation and assessment system. e most signi cant change is the use of performance criteria as the basis of assessment. Leh is also the project lead on the development of a revised assessment framework. Traditionally, IPMA certi cation assessments were based on subjective scores by two assessors. Naturally such changes require substantial discussion, debate and review. In additional inter national workshops, a great deal of work is undertaken o ine, where a team meets to analyse, design, w rite and critique proposed solutions. As the project is based on consensus, any proposed solution must be agreed by all IPMA member associations. is is no small challenge given the di erences in methods, maturity and level of adoption of PM between countries; plus the language bar rier and need to establish a shared understanding.
