26 Project Manager CONGRATULATIONS TO THE CHAPTER WINNERS IN THE PROJECT DIRECTOR OF THE YEAR CATEGORY. REACHING THIS STAGE OF THE NATIONAL COMPETITION IS A MAJOR ACHIEVEMENT, AND WE ARE SURE TO SEE MANY MORE SUCCESSFUL PROJECTS DELIVERED BY THESE INDUSTRY LUMINARIES. ANDREW BAKER MIDDLEMOUNT EARLY RAIL ALLIANCE, JOHN HOLLAND PTY LTD A civil engineer with three decades' experience, Baker is the manager of John Holland’s rail business in Queensland. Placed in charge of the purpose- formed Alliance to deliver the $105 million Middlemount Early Rail Alliance (MERA) in 2010–2011, Baker showed his passion for the project, delivering it more than three months ahead of schedule despite extreme weather conditions, including Cyclone Yasi. The project involved construction of a remote rail spur connection to the existing rail network from the Middlemount Coal Mine in the Bowen Basin, Queensland. As the first railway connection to the QR National mainline constructed solely by a private contractor and owned by a private company, there were many consequential challenges, which Baker successfully overcame. Baker nurtured a positive workforce culture, resulting in a high degree of worker satisfaction, loyalty and retention. Using innovative scheduling, he drove performance excellence, particularly in the areas of safety and quality. Remarkably, there was only one minor lost-time injury. A key success factor for the project was Baker’s effective relationship building and stakeholder management, despite interface complexities and change. Baker’s management approach included regular workshops with key stakeholders, presentations to senior QR National members and the development of detailed method statements and procedures to meet exceptionally high government standards. His sensitivity in dealing with these complexities and the quality of work produced was outstanding. ANNETTE PITMAN HAMER HALL REDEVELOPMENT PROJECT, MAJOR PROJECTS VICTORIA With more than 15 years’ experience in construction industry leadership in Australia and the US, Pitman commenced as Project Director of the Hamer Hall Redevelopment project in September 2008, when it was first announced by the Victorian Government. The $135.8 million redevelopment of this iconic Melbourne building required balancing the heritage aspects with state- of-the-art technology. An unconventional approach was needed to deliver the project on budget and within the strict government parameters, so an alliance was formed. Alliances feature risk-sharing and collaboration not usually found on construction projects, and this was the first alliance created for the delivery of a building in Victoria. Despite these additional complications, tight budget and time constraints, the project was completed on schedule in July 2012. Pitman managed a team of more than 60, including architects, engineers, acousticians, theatre planners, Arts Centre staff and construction managers. She created sound working relationships with multiple stakeholders, balancing their individual needs within the framework of a complex, technically challenging refurbishment. The team found that when problems arose, Pitman received them calmly and without blame, making them feel comfortable about sharing concerns. In leading by example and not being afraid to step in to facilitate problem solving, Pitman helped her team deliver an outstanding result. A section of the Yarra bank has now been revived with diverse entertainment options, enabling visitors to experience world-class arts and cultural activities.
