• COVER STORY ERROR IN JUDGEMENT EVENT HURRICANE KATRINA MEDIA TARGETED RAY NAGIN, MAYOR OF NEW ORLEANS Hurricane Katrina, one of the costliest and deadliest natural disasters in the histor y of the US, caused severe destruction along the Gulf Coast from central Florida to Texas, much of it due to the storm surge. The most significant number of deaths occurred in New Orleans, Louisiana, which flooded as the levee system catastrophically failed. Perhaps the most significant criticism of New Orleans Mayor Ray Nagin is that he delayed his emergency evacuation order until less than a day before landfall, which led to hundreds of deaths of people who (by that time) could not find any way out of the city. He was also criticised for failing to implement his evacuation plan, which called for the use of school buses to transport disadvantaged and elderly citizens out of the city, and for ordering residents to a shelter of last resort without any provisions for food, water, security or sanitary conditions. When asked why the buses were not used to assist evacuations, Nagin cited the lack of insurance liability and shortage of bus drivers. POOR LEADERSHIP EVENT BLACK SATURDAY MEDIA TARGETED RUSSELL REES, CFA CHIEF Victoria’s disaster and emergency management response systems failed during Australia’s Black Saturday bushfires, according to the Victorian Bushfires Royal Commission interim report. It named Country Fire Authority (CFA) chief Russell Rees for failing to take a direct management role “even when the disastrous consequences of the fires began to emerge”. During the inquiry, Rees admitted to problems with issuing community fire warnings, including the lack of important wind-change warnings for the Kilmore East and Murrindindi fires, which were written but never sent. “ We fell down in this area , and we deeply regret the fact that it happened,” he said.
