The workshops were created and will be run by AIPM Queensland Chapter President David Hudson. He says community leaders such as local government officials and police are often well versed in handling the social impact of natural disasters and coordinating the response, but need assistance in efficiently managing funds and reporting back to the relevant funding authorities. “If you’re a community that was given $100,000, you need to know how to use that money to the best possible advantage and ensure that you derive everything you possibly can from that,” he says. The first program will be held in early April in Gayndah for the North Burnett LGA, which was affected by flooding from the Burnett River. Phase one Speaking just 15 days after the Reconstruction Authority began operating, Newton described the process of pulling a team together, gathering information, assigning people to specific tasks, and then gathering more information to repeat the process. His team already numbers about 50, but it’s an “evolving beast”, he added. “ You bring people on for certain tasks and then they rotate off. The team we have today will be very different to the team we have in three months’ time,” he said, indicating the human resources challenge of such a project. However, finding the right people for the team has not been difficult. “I’ve seconded people from government agencies across the board, drawing on the good relationships I have within those agencies. I was Director General for the Department of Infrastructure & Planning, so I know the other director generals quite well and can say to them, ‘I need someone to cover off this aspect. Do you have someone you can recommend?’ “There’s a clear acknowledgement that this is one of the highest priorities facing the state, if not the nation, and I’ve been inundated with people wanting to come and work for me.” Getting information out to the public is of considerable importance with such a high profile project. The first 15 days has seen the Reconstruction Authority launch its website with interactive flood maps and aerial photography, overlaid with roads and economic and social infrastructure. The website also features a donor matching exercise to encourage corporations to focus on supporting community and social groups. The Authority will produce a monthly report to update stakeholders on how the recovery is progressing and to give a clear understanding of how different communities are rebuilding.
