president time for a change I briefly outlined in our last issue that AIPM was undergoing a National Support Office (NSO) Review to ensure we would be appropriately structured to deliver on our 2010-2015 Strategic Plan. The Review Report recommendations have subsequently been approved by the AIPM Board and are now being implemented. Some of the outcomes include changes to our leadership structure to create two new positions: • Chief Executive Officer – replacing the General Manager’s role. The new CEO will place greater focus on organisational strategic development and marketing AIPM. • Operations Manager – responsible for knowledge management, events, membership, RegPM administration, and office support. Our Membership Team and Certification Manager roles have also been further developed. Along with these changes, a range of complementary efficiency processes are also underway. The Board and NSO are committed to improving the way we deliver ser vices to our members. Details of the changes being implemented have been outlined on the AIPM website. industry awards The International Project Management Association (IPMA) will be conducting its Awards program at our World Congress in Brisbane this October, where AIPM will hold its regular Project Management Achievement Awards. The Asia Pacific Federation of Project Management will also launch its inaugural Asia Pacific Awards, to be celebrated in Hong Kong. These different, yet aligned, Awards events will provide a year of opportunities for individuals and organisations to submit applications for judgement. learning revolution Over the past few years the Federal Government rolled out its $16.2 billion Building the Education Revolution (BER) program – infrastructure development of schools across Australia. A taskforce was appointed to establish whether the program was returning value for money in terms of delivering individual school projects within time, cost and quality parameters. The taskforce has gathered an enormous database of benchmarked information on the projects undertaken. They have thus far found that Project Management in the construction sector was lacking in capability and competence. AIPM is currently reviewing these findings and will be making a submission to the taskforce in response to the BER Report. We need to understand these and other key issues and how our profession can respond effectively to addressing them. dr bill young national President I enjoyed reading Alan Stretton’s article on the history of modern project management in the February/March edition of Project Manager and agree with most of his timeline. The one major error is around the development of bar Charts and Gantt Charts, which Professor Peter Morris will be correcting in his new book. The origin of using bars to represent time can be traced back to at least 1765. The originator of the ‘bar chart’ appears to be Joseph Priestley (England, 1733-1804); his ‘Chart of biography’ plotted some 2000 famous lifetimes on a time-scaled chart “... a longer or a shorter space of time may be most commodiously and advantageously represented by a longer or a shorter line.” Priestley’s ideas were picked up by William Playfair (1759-1823) in his Commercial and Political Atlas of 1786. Playfair is credited with developing a range of statistical charts including the line, bar (histogram) and pie charts. both publications were widely sold throughout Europe. by the early 1900s, the modern bar chart seems to have been fully developed and in use, at least in Germany (Schurch, 1916, p35). I believe, but cannot substantiate, the reason Henry Gantt differentiated his ‘Gantt Charts’ from normal bar charts that had been in use for some 150 years was that the ‘Gantt Chart’ works back from the required delivery date to work out when a component needed to be in each stage of manufacture. Normal bar charts work forward from the start of the project. The ‘Gantt’ approach to manufacturing was a precursor to ‘just in time’ and minimised work in progress.
